Duan Jianhua was born in Kunming City in southwestern China. As a child, he suffered a lack of education due to the Cultural Revolution. However, he was able to enter the Southwest University of Political Science and Law in 1979 and graduated with a law degree in 1983. After that, he volunteered to live and work in Tibet, serving as a judge in the Tibetan High Court. He left Tibet after the Tiananmen Square protests of 1989 and worked in other jobs. He is now "outside of the system, colorless and tasteless".
