Shamar Rinpoche is the 14th Shamarpa reincarnation. Shamarpa, which means "Red Crown Lama of Tibet", was recognized by His Holiness Dalai Lama and the 16th Gyalwa Karmapa in 1957. One of his previous incarnations, the 4th Shamarpa, ruled Tibet for 11 years in the 1950s. The present book is the result of Rinpoche's contemplation, as well as his observations, of Tibet and elsewhere. It draws on his compassion for everyone and his regard for social justice through decentralization. He is a great believer in, and support of, human dignity, and wishes to establish a world without inequality and suffering.

It is generally accepted that democracy, though not perfect, is yet the best form of government created by man. However, with all its merits, democracy leaves room for improvement. This book is an attempt to point out and remove the defects of democracy.
